The 1990s were a mixed bag for many places. Every Wisconsin county in the Ninth District gained population. The great majority of North Dakota counties lost population. Western Montana was hot, eastern Montana not. Though many rural counties lost population, rural counties in some states fared better than they did in the 1980s. Metro areas grew, with the exception of Grand Forks, N.D., where officials were actually encouraged by the fact that the census counted as many people as it did, given the historic flood there in 1997.
