Heidi Welsch

Heidi Welsch serves as the county manager for Dakota County, Minnesota, where she leads a large and complex organization providing services to more than 440,000 residents. She brings nearly three decades of public sector leadership experience across local, regional, and state government.

Prior to her current role, Welsch served for eight years as county administrator for Olmsted County, Minnesota. Throughout her career, she has held leadership positions in policy and analysis roles and public assistance programs across multiple organizations, including Dakota County, Hennepin County, Olmsted County, and the Minnesota Department of Public Safety. Earlier in her career, Welsch worked with the Metropolitan Council, contributing to regional planning, policy development, and intergovernmental collaboration.

Welsch is known for her collaborative leadership style and ability to bring diverse perspectives together to inform decision-making. She has worked closely with elected officials and community partners to address complex economic and social challenges.
