City of St. Paul Public Housing Agency, for modernizing the 12-story Cleveland Hi-Rise and 14-story Edgerton Hi-Rise apartment buildings; and
Scott County Housing and Redevelopment Authority (HRA), for enabling certain tenants to participate in a homebuyers club that provides homeownership training and down-payment assistance; implementing a "Land Banking" program to allow HRA to negotiate volunteer purchases of properties with city and county funds; and constructing the Hamilton, a mixed-use building featuring residential, commercial and classroom space.
