Mr. Lotterman's illuminating piece clearly explaining why and how the Red River Valley floods raises questions. If the U.S. spends hundreds of billions to build a Los Angeles subway, why can't the Corps of Engineers put a canal joining the 16 miles between the Red River and Big Sioux River? Chicago's Sanitary & Ship Canal was the model for constructing the Panama Canal. It stopped typhoid epidemics here, joined the Great Lakes to the Mississippi and reversed the flow of the Chicago River more than 100 years ago. Surely technology and money are no obstacles. Is it the added water that would flow down the Minnesota/Mississippi water course? A safe and economic solution to this disaster must be found!
